NO you don`t ynderstand me. In the case of use cat /sys/..../actual_brightness
op /proc/acpi/..../brightness the _BQC returns the current correct brightness,
but... When I press fn key the value that _BQC returns is already next
brightness level! So TOSHIBA acpi DSDT change brightness value prior  to
acpi_video_device_notify() calls in linux kernel. I say only that when fn key
pressed _BQC return next level, and only in that case.

I try to prove my position by results of dmesg with debug messages, but it 
will take some time, because I try OpenSUSE 10.3 to understand the acpid role
in that process.
