Looks good.  I've just got one question:  If an invalid DescriptorLength is
passed, AcpiRsSet* falls back on the old behavior of optimizing the descriptor
if possible.  Is there a reason for this?  Because if we fully trust
DescriptorLength this shouldn't be necessary and if we don't it's probably
safer to only optimize if the other flags allow it.
