Patch 1: Put the power resource into OFF state before scanning ACPI device tree. Only when the ACPI device is switched to D0 state, it will be put into _ON state. For example: for PCI device. When enabling the PCI device, the hook function of acpi_pci_set_power_state will be called and the power resource can be enabled.
