Sorry, I don't quite understand.
do you mean the problem can be reproduced by poking
/proc/acpi/video/*/brightness?

I'm not sure as I'm not the maintainer of hp-wmi driver.
IMO, this is a bug that should be fixed.
so please feel free to report this in that bug report as well.
