Normally only the video.ko does this, and then there is user space app does
this too. But since you are not using any GUI, there shouldn't be any app in
user space does this.

I think you can enable debug of the backlight module by:
# echo "module backlight +pft" > /sys/kernel/debug/dynamic_debug/control
and then press the hotkey, check dmesg, there should be lines about which
process does the write to the sysfs backlight file.

BTW, please attach acpidump:
# acpidump > acpidump.txt
