Can also confirm this on my T460 on 5.4.94-1-lts #1 SMP and also on
5.10.11-zen2-1-zen #1 ZEN SMP using newest BIOS (r06uj69d), although this
problem occurs like 70-90% of the time for me. Hibernation rarely ever works
without this thermal/fan issue (sensor stuck at reading 48°C, thus Fan
running).
I can still control the fan manually via:

echo level 0 > /proc/acpi/ibm/fan
for no fan activity or

echo level 7 > /proc/acpi/ibm/fan
for full fan activity and every level inbetween.

Only a full poweroff fixes it.
