Ok, this points to the same issue of an interrupt storm happening if UCSI events are enabled during plug in as which this bug was originally about. So it seems that the fix for this bug is not complete and there still is some scenario where plugging in a thunderbolt dock can cause the storm. I wonder if the original fix only fixes the charger case and the thunderbolt dock is causing some other (non charger) events which are not filtered by the fix.
