OK, I see the dilemma.

Perhaps the pragmatic approach is to simply swap the web site you want to work 
on into view when you want to work on it.  You could do this by changing the 
published directory in IIS, or by deleting the contents of wwwroot and copying 
in the next one to work on.

OTOH if your naming of the include virtual directories is careful (the same if 
the contents are the same - e.g. common code - and different otherwise) they 
could all live in the same wwwroot without treading on each other's toes, and 
you could put the rest of the sites elsewhere.

  Yes, I am sure that you are right.  The reason I really do not want to
  do this is that I work on multiple websites, which is why I need to
  have the sites within the root.  If I could figure out how to tell the
  system that the folder is the root, as opposed to the Default Web Site
  (again, perhaps this is just not possible).
