No.  The answer was that you could tell IIS what the root directory should be.  
There was, however, support for the idea that you couldn't have more than one 
local web site.

As I recall, I suggested either pointing IIS to the site you wanted to work on 
or swapping the entire contents of the web site directory with the site you 
wanted to work on.

The initial conundrum - i.e. that the string to access the database needed to 
be different for the local computer - is resolved by putting the MDB file in 
the same relative position in the web sites on each machine.  In your case, 
they were not in the same relative position: on the server it was in the root, 
and on the local machine it was in the sesius sub-directory of the wwwroot.
