I'm writing some ASP code which uses Session and Application variables.
These are set up in the global.asa in the root of http://localhost/sitename
(i.e., in one of the folders -- sitename -- in inetpub/wwwroot).  On my
production machine, set up with FP2k3 and WinXP SP2, sometimes Application
variables work and sometimes they don't, and the same for Session; when I
upload the global.asa to the root of the actual Web site, both types work.
This makes testing clumsier than it needs to be.  I have not tried putting
global.asa in wwwroot.

I have Googled for a couple of hours.  The closest I have come to relevant
advice is that I need to set up my IIS to regard sitename as a "project" or
"application."  None of the descriptions of how to do that have closely
resembled what I find when I try the process.

Can someone talk me through what I need to do to get global.asa functioning
properly on particular localhost ASP sites?
