I am not sure if this has been corrected:  but I remember back in the day
being advised to avoid using the global.asa as events are not guaranteed to
always run.  It has been a while since I have used ASP Classic, but I do
remember this being the case.

In order for IIS to know the difference between an application with its own
set of application and session variables and just an ordinary old
subdirectory, you must configure your applications as applications in IIS.
Then, the global.asa in the root of the application will work within that
application.
