A4D does not seem to support the 4D Command "Document to Blob".
Depends on what version you are using. A quick look at the release notes and the documentation shows that both DOCUMENT TO BLOB and BLOB TO DOCUMENT were added in 3.0b14.
Even if it weren't supported you could easily add it by writing a 4D method wrapper around the command which you could call from Active4D.
