Interestingly, I made the comment about form field order from Netlink experience too. It was many years ago but I recall running into a situation where I assumed field order and it broke. It worked in almost all cases but one browser did'nt. My workaround was to specify the order as suggested.
I checked the HTML RFC, and it turns out the browser is _supposed_ to submit the fields in the order they appear in the form. Whether they do or not is another story.
