can access data from the database is to start 4D Client as the designer.

If it is true, it is a bug in 4D. Active4D is using the plugin API to do the query, so there is no reason for this behavior.
Well, I had the same problem, and still having it, the workaround is starting 4D Client as a Designer ...
I didn't tested with 2003.6 or 2004.1
