To save it getting too complicated you could just do the following:

1) Un-group scrollable arrays
2) Select both and set to vertical grow
3) Regroup
4) Select "value"  text area and set to vertical grow
5) Place splitter between the two areas (make sure "value" title text is below the bounds of the splitter object).

Now when the window is resized the value area grows. However the splitter will shrink it and grow the session list a well.

This works in v6.8+ and does not require any code or pushers and probably provides all that is needed for this interface tweak.
