Total WAG, but could it be different 4D TRIC resource settings on the respective copies of 4D?

(both running 2004.7/Active4D 4.0.2. The plugin is the same on both machines - dated 
7/5/06). I have a page "test.a4d" that is dumping the query params. The url to 
the page is:

The resulting value of "cols" ought to be "Mortality %,Off Quality". On one A4D implementation (let's call it "A"), this is what is delivered. On the second implementation ("B"), the value of "cols" is "Mortality Øff Quality" (that's an "O-slash" preceding the two "f"s).
The output of "current platform", "get content type" and "get output encoding" match when printed out on the 
respective pages. In 4D Server preferences, the "Text Conversion" option under "Web -> Options" is set to 
"ISO-8859-1 (Western)". The pages have the same doctype and charset.

Also, when I run the B's structure on A's machine, using A's copy of 4D Server 
and its plugins, the issue persists.

Can anyone thing of something that I'm missing here? Anything else I should be 
checking?  The Active4D.ini files are also the same with regards to output 
encoding. For what it's worth, the id's on the top of the files for the 
implementations are:

Machine A:  $Id: Active4D.ini 399 2005-09-18 06:10:26Z aparajita $

Machine B:   $Id: Active4D.ini 95 2006-06-09 17:45:01Z aparajita $
