Brad - this is really the only case I've ever seen the O-slash. The outputted
version does *not* have a percentage sign. In some way, the encoded string is
being decoded, perhaps, in the wrong order?
For instance, consider a page "test.a4d":
<%
$string := "Mortality %,Off Quality"
redirect("test2.a4d?p=" + url encode($string))
%>
And a page "test2.a4d":
<%
dump query params
%>
The value of "p" on "test2.a4d" is: "Mortality Øff Quality". However, the raw
query string is: "Mortality+%25%2COff+Quality". I've tried this across several
browsers and machines all to the same result. If someone has a chance to try
this out, I'd appreciate it ...
Also, is there a good way to validate which "dot" version of A4D is running?
"dump license info" only shows the "4.0".

To be honest I'm not sure where that resource is stored or if that is
the cause. I think you can access the resource from the User
Environment via the Special menu and the Edit Output Ascii Map... and
Edit Input Ascii Map items. Have a look there. Although if that is the
case I'd think you would be seeing widespread problems with the letter
"O" throughout your application.
Also in your original post you showed us the two results:
"Mortality %,Off Quality"
"Mortality Øff Quality"
Is the second one really missing the "%,"?
