This seems fair to me, and if we chose not to pay the $270 for an "immediate" fix, then we would just wait for the next update cycle. However, perhaps a "cap" on the number of "paid" hot fixes would be in order?

Since you can get "unlimited" hot fixes if you are a member of Gold support (for $700) then maybe 3 hotfixes ($270 Premium [required], 3 hotfixes @ $270 each == total cost $1080.00)

If you want to have access to unlimited hotfixes, then $700 Gold support is your program.
