I tried each of the following and it's still displaying /web/login, not
/web/Willsub/login.
web/willsub/
<default>/web/willsub/
/C/Willsub_Projects/Willsub_v11/web/willsub/
<% request info{"host"} %> still shows v11.willsub.com
Should I maybe start with a blank virtualhosts.ini?

In your VirtualHosts.ini file, replace <web> with web. The docs state:
"You may use any of the path tokens (such as <4d volume>) that are valid for
the root option in Active4D.ini."
<web> *is* what is defined by the web root option, so you can't reliably use
that token in VirtualHosts.ini, despite the fact the log seems to parse it ok.
When I make that change everything works as expected.
