No, that doesn't help with the installation process you've outlined.
The restart only helps with the manual installation I've did.

Just redid your installation process on my MBA with a freshly installed copy
of ST2. According to the messages all should be fine, but after the
installation and restart of ST2 there is still no Active4D package in ST2's
package folder and thus no Active4D  support in ST2.

I assume something is wrong in your github package, that prevents
package_control from completing it's job.
