[ActiveDir] Domain Security policy Error

Hi guys,
 
I am having a little problem with my Domain security policy, I want to set up policies 
on my domain controller, but i am having problems doing this. This is what i do;
 
I click on start, programs, administrative tools, Domain controller security policy, 
when i click on domain controller security policy i get an error saying "Failed to 
open the group policy object. You may not appropraite rights" Then below the details 
area it says the remote computer is not available.
 
Now when i try to access the domain security policy, i get the same error message, but 
below the details area it says the network path was not found.
 
I would be grateful if anyone can help me wioth this problem.
