[ActiveDir] OU Inherit Permissions

I am a little confused about this one.   I setup an OU that contains Child OU’s.  I wanted to give a tech certain permissions for all of these OU’s so that she could add and replace computers .   I assigned the permissions at the Parent.  All of the child OU’s are set to inherit.    The permissions are not inheriting.    My question is:   Is it supposed to do that or is there something I am missing?    Thanks, Mike
