I would make sure you even need WINS before enabling it on the new 2k PDC. In my experience, the configuration of DNS on a new win 2000 server seems to vary in degrees of success, I would attempt to install these on the PDC first. You mihgt have a better chance of a smooth conversion rather than an addition.
