Yes. The "Sites and Services" snap-in is for 2000 DCs. For your legacy DCs, you need to install the 2000 version of Usrmgr and srvmgr. (Although I thought the old tools would work too) Here is a Q article to install the new tools on 2000 Pro. Q237995
