Yes.  The "Sites and Services" snap-in is for 2000 DCs.  For your legacy
DCs, you need to install the 2000 version of Usrmgr and srvmgr.  (Although I
thought the old tools would work too)  Here is a Q article to install the
new tools on 2000 Pro.  Q237995

In our lab we have (1) DC running AD and (1) NT 4.0 BDC. There is only the
DC listed, no 4.0 BDC. When I right click on the server name there is no
option for replication.

Keep in mind that this is a pull operation.  So the NTDS object will be
pulling from the server in the connection object.

Go to AD Sites and Services and find the NTDS sections under your servers,
you will see replications links, right click and you will be able to sync
now

Is there a way in AD to synchronize the 2k DC running AD with NT 4.0 BDC's?
In NT server manager you could highlight the PDC and select sync the entire
domain. 
When we upgrade we will have (2) Win2k DC's at our corporate office and
numerous NT 4.0 BDC's at remote sites. They cannot be upgraded do to legacy
apps. Once we upgrade we'd like to make sure all the BDC's sync with the new
DC's.
