When I go to my other DC, which is in a different site and type in net time
/set, it tells me that the local clock is at such and such a time and it
asks me if I want to use that DC as the time source.  It looks for a yes or
no, so then I tried to do net time /domain /set and again it asked me it
wanted to go to itself and waited for a yes and no

Oh, on the other part of your question.  Just do a net time /set on your
other servers; they'll find their PDC emulator just fine.
