It sounds to me like a migration from your existing domain to the new one is the best
option. ADMT 2.0 is still in Beta, but I have done some testing with it and it seems
to work well. The big advantage is the ability to script a lot of the work. Password
migration is another plus.

Your biggest issue is going to be the shared DNS namespace. If I understand
correctly, they want you to use the same namespace for your new domain as you already
have for your existing domain. This could complicate things significantly and I would
try to avoid it if at all possible. Can't you get them to change the new domain name
to something like usa.corebusiness.com.au? Then after the migration when you upgrade
to .NET you can rename using the Domain Rename Tool:

Subject: [ActiveDir] Scenario...

All,

A couple of months ago I threw a scenario out there and got some great
feedback below is the nightmare that we are now faced with, should you
require any clarification do not hesitate to contact me:

We have a very successful Windows 2000 domain called, lets say
us.corebusiness.com.au with 500+ users. Our sister company 6500+ users has
decided to migrate to Windows 2000 and Exchange 2000 has decided that now is
the time to go. We have always had a trust in place. Politics, toys picked
up around the cot etc. have been sorted and the decision reached, their side
using contractors, is to have a root forest and then first and second layer
domains, far from the Root Domain two first level domains that we pushed
for...anyway. NOTE: HAVE TO HAVE SEPARATE DOMAINS, I won't go there now.:
Basic Domain Design:

OZprimary, Root Forest, DNS
 |
Ocorebusiness.com.au
 |
Ous.corebusiness.com.au

Herein lies our problem...we already have the namespace
us.corebusiness.com.au in a Windows 2000 domain (Mixed Mode). The
contractors will build us a DC and ship it up to us. Herein lies a small
issue....here is the clincher, we need to try and retain as much info such
as workstation and user accounts etc and transfer it over to the new domain
with the same namespace as the old domain, am I making sense...Please advise
if you can...
