I am way past looking at the basic network fixes. As it turned out a new
network card has solved the problem. It would have seem that ping would have
shown that to be the problem. At what layer does the browser service work?

It's been a long time since Ive touched a 98 workstation.  Have you verified
that file and printer  sharing is enabled under the network properties? What
happens when you try to share folders?
