we only want to block some people not everyone. Plus we do not control our
firewall, it is controled by a third party, don't ask me why that is the way
it was setup to start with and it is going to change.

Is there a way to deny Internet Access in Active Directory
to certain users
without the use of a Proxy server or third party software
like Surf Control?
