AD is not something you want to have to fix after deployment. Get it right
the first time, even if its just a skeleton.

It sounds like you're going to need a multiple domain forest, possibly
multiple trees. I'd push for the establishment of an empty root, and a
framework of requirements to join the forest, and then install your domain
in that forest.
