Richard,

Where is the computer located in AD and where is the Group Policy applied?
Is this computer the member of any groups that might be different than the
others?  Have you run GPRESULT or do you have Group Policy Management
Console available?

Still didn't work? I deleted C:\Winnt\System32\GroupPolicy and restarted the
computer and it still doesn't receive the group policy on the server.
