I
don't remember the specifics (its been a while) but proxy settings are tricky,
and the Internet Connection Wizard screws them up - it has to be run prior to
the proxy setting taking effect. I can't find the specifics, but we ended up not
using that option.

I have tried doing this by setting the machine to get proxy settings per machine instead of per user. I have also tried this via group policy in the AD.
