I've previously used the registry editing tools to import my settings via a login script. I setup what I wanted on a machine then exported the stuff to a reg file. This was then called from a batch file in the users login script. Once applied a check file was written to the machine so it didn't keep doing it.
I don't have the details of the script but it was pretty straight forward.
