Yes, mostly... The first requirement is that the source and target machine use the same HAL. Also, your system and boot drives on the source and destination must have the same drive letters. If the source and destination have a different partitioning scheme, you will need to work on your boot.ini after the restore but BEFORE you reboot.
Pre SP4 you will run into some problems with networking (See Q810161). SP4 was supposed to fix this, but I've not tested.
