That is what we did. And one step more. You see you do not want to be ripping that DC
in and out of your Forrest.

We broke the mirrors and moved one set to a "test" DC on the DR network.

You have to go about fixing replication, seizing roles, and so forth. Also be sure
that the remote DC is also a global cat server. Here are the based steps we used for
once the mirrored set was on the DR network for testing. (DC51)

1. From DC51 launch ntdsutil and seize all roles held by DC54 or DC55 (The "Lost" DC's)
2. From DC51 launch ADSI edit and delete all references to DC54 and DC55. Check DC's
OU and under all sites.
3. Join new servers to Domain. Verify that each server's DNS point to DC51.. Verify
that the correct suffix is set to append under network properties/advanced/ DNS. For
Join to domain using FQDN
4. On each new DC launch dcpromo
5. Install DNS on each server
6. On the new DC launch ntdsutil and transfer the PDC and RID role.
7. Launch replmon and verify replication to new DC's
8. Promote one DC on the other side of the WAN to a Global Catalog server using sites
and services.

I am sure there is a better way, but at least it worked.

Our hot site contract includes use of equipment only for test and actual
disasters...no permanent usage. I wanted to put an additional domain controller at our
remote operational facility that we will be supporting should the data center here go
down. Doesn't that sound like the way to go?

Is having a domain controller at that site out of the question?

We managed to do a restore of AD to other Hardware. However, what we did is
re-install the OS, put the backup client on there, and do a restore.
Tivoli's TSM product worked pretty well in this regard.
