It hasn't come up for me on SBS 2003, so I can't speak with certainty. However, for both SBS 2000 and SBS 4.5 before it, there were migration paths through something called a "BackOffice Upgrade" which sent you full versions of the OS and every server (SQL, Exchange, Proxy/ISA), plus upgrade CALs to go from SBS CALs to "Core CALs". I presume a similar thing is true for SBS 2003.

I've also read somewhere that you could not migrate users from an SBS built domain to another AD domain. I assumed this was because you could not have Win2k or 2k3 DCs in the domain. The SBS server must be "at the root" of the domain, to be "legal". The SBS tools don't allow you to move the FSMO roles, but you can do so at the other servers once they are are promoted.
