Hello,
Just reinstalling windows 2000 server on the same directory may not solve your problem.
Have you check actually which services are not stopping.
Uninstall all the unnecessary programs and down some windows 2000 registery cleaner from the net and clean all the invalid registery.
Run the Disk Defragmentation to improve your server performance.
If you do not have Antivirus installed on your server you can scan it from all the anyvirus site online for any possiblity of virus.
