Because it needs config files. Try installing Office using the Custom option and selecting "Run all from my computer", then remove the components you don't want (ie: Office Assistant). I've been doing it that way for 4 years.
Also you might want to create a dir on the root of C:\ to copy the PRO.msi cab. I always use C:\Admin Files. You can also go into the registry and change the Office install path to this dir or a location on a server.
