I know this is a shot in the dark, but 1414 MB + ~30 MB could be construed
as 1.6 GB if you use loose calculations.

Are you absolutely sure you set the boot part to 16 GB and not 1.6?  Silly
question I know, but that's such an odd problem, might as well eliminate the
obvious.

Is there any disk management utility from the vendor (Compaq and Dell both
have these for example) - you should be able to boot using those CDs and see
how you are partitioned as far as that is concerned and see if it jives up
with what you are seeing everywhere else.
