I have setup an environment once, where all domain pc's and users depended on a GP where only applications could be runned or installed which we set in that policy...nothin else...it restricts the users a lot...since their freedom is is set to zero....but spyware and all that kind of shitty apps are out....systems are installed clear and kept clear...imo that's the only way to keep it completely clear

You can set it up to remove unwanted programs and it removes spyware / adware for you.
