We do exactly what you have done and had no
problems. Is it possible that you have another policy that only applies to XP
machines that also has the value set?

It was under default domain
policy.( I know I should have kept the default domain policy then
made the changes , saved it under a different name but it is a long

What's the name of the GPO to which you applied the "prompt user
to change password" setting?
