[ActiveDir] Buitlin Administrators Group not taking effect

When I add user’s to the Built-in Administrators group they don’t always have local administrator rights, I’ll try and do an install and it will tell me I don’t have administrator rights or if I try and change the name of the computer it will be grayed out. If I then use the Network ID option to add the user to the administrators group they will then have local rights.   Is there something I am doing wrong, or is there a way to refresh the rights a user account should have from AD.
