Go to that pc and open regedit and change the value of this key to "false"- HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Browser\Parameters
this will stop that machine from trying tp participate in browser elections and become a master browser for your subnet. From your description it sounds like you likely have a problem with the master browser for that segment. That being said tracking down these failures can be time consuming and difficult. I would suggest using browmon from the resource kit and trying to find out who the master browser is to start. All of the servers are in a different subnet than the subnet with the problem. We only have one WINS server and the computer with problems are pointing to that server. The workstations can ping the servers by name and a start > run > \\servername works. These are all windows XP SP1 and SP2.
