Am I remembering correctly that schema updates can only be done on the DC that holds the Schema Operations Master role?

The application has an installer that is used to update the schema. When it runs it seems to be trying to enable the schema for writing and fails. We receive the following error, "The system can not find the file specified. (0x80070002)". I think this is an Avaya specific error.
My main reason for asking was the integrator was disagreeing with me about 2003 already being enabled for Schema updates and I wanted to make sure I wasn't going crazy. Is anyone else running this application in a 2003 environment?

It is my thinking that in Windows 2003 the schema is already enabled for updates as long as you are in the Schema Admins group. In Windows 2000 you had to enable the Schema to be updated. Am I correct or misguided? Thanks!
