Hello Nathaniel, What about the last known good bootoption (might work if you experience the bsod before logon)? Any other possibilities like save boot? If one of these work you can try to find the failing device, and get rid of the driver / whatever it needs to get it working again. What about checking the hardware, e.g. SCSI-controller?
As others stated - is this your only forest root dc? If you are able to restore and you are certain that the hardware is OK you could try to restore, and then run a repair installation of windows over it. If that doesn't help try a restore of the systemstate on different hardware. If you have other forest root DCs than you can go ahead and seize the FSMOs, but I'd try above steps first. After you recovered make sure that you have more than one DC per domain.
