We do it in SBSland all the time. Give the appropriate rights of course.
SBS 2000 era with IIS being the IE 6 of it's day... yeah if you didn't
patch we got nailed hard..but IIS 6 has been a rock and we're chugging
along just fine.
I'd be installing a SBS server in that location to be honest with you
(if you can) Daily status email that gives the health of the network..
remote web workplace that allows secure remote access without VPN... 20
people is SBS's 'sweet spot' of support.
If you need domain trusts then SBS is not for you...but if you can do
without that.. man.. you'd be doing that small biz a disservice buying
"normal server" .. in my not so humble opinion.

Is the office locked with an alarm system?
Most small businesses have the DC in a location that you guys in big
server land would cringe over. I even know of one where the DC used to
be in the bathroom as that was the only cool place they had in the building.

This is all good. I think I have enough ammunition to, at least, cover
myself if management decides to go ahead and put a DC in that location.
The reason is, of course, this group of 20 folks have no money, so we'll
have to buy them a server out of our own budget, because they are one of
our supported clients and we have no choice. In my opinion, however, we
*do* have a choice as to whether we allow a DC to be in a physically
non-secure location.
