Its a software package that runs on, generally, its own server and connects to a firewall to block access to sites considered nonbusiness critical as in porn, phishing, hate, et. al. Administratively you could block access to anything you wanted but generally to sites that either pose some risk via spyware/malware or information deemed "unnecessary" by management.
