I don't know if anyone else has had this problem (but it seems likely!):

ppm stopped working for me after I installed some packages.  All my settings
(such as repositories) were lost (as evidenced by the output of the set
command).  The settings were right there in the ppm.xml file, so I started
to suspect it was not getting parsed properly, and I tried parsing it with
something else (Xerces).  Sure enough, I got complaints about a bad
character entity, which turned out to be å in the author's name for
the OLE-Storage_Lite package.  When I deleted these entities from ppm.xml,
ppm was restored to proper functioning.

This raises several points:
1. if you install this package, beware: it might disable ppm.  Maybe someone
at ActiveState can fix the package?
2. Maybe ppm could spit out an error message when it fails to parse ppm.xml?
It took me a while to track this down.
