If it is EBCDIC you can get the Convert::EBCDIC module from Active State or CPAN to do the conversion.

You'll improve your chances of getting assistance if we can see the data itself. When I tried to copy those characters on the file it shows me a message saying "cannot cut, copy or drag and drop text containing null (code=0) characters".
