Since I don't see how you managed to get what you have
so far without understanding the basics of reverse
engineering, I suspect that there is something more
that you aren't telling us.

How did you get what you have so far?  How do you know
it is a flat file?  idx files are usually indexes into
(large) data files.

If I were in your shoes, I'd start by closely
examining the original program to see what libraries
it links against.  In the case of db related stuff,
you often find that you can use the very same
libraries as a much more elegant way to get what you
need.  If that isn't an option, at least you know
where to look for file format specifications.
