Hello,
 
Use Socket module, open TCP socket and send HTTP request.
I ever did it : it works well. Just do not forget the blank line at the end of HTTP header.
You can test your HTTP request with telnet client.
I am sorry I do not have sample script any more but you can ask me if you encounter problems.

I am looking for advice,  I need to build a perl script that will read a Text file off the Web and process it. 
Any Suggestion?  Is there a module available for this?

The text file I am trying to retrieve is at:

http://www.federalreserve.gov/releases/h10/hist/dat00_al.txt

P.S this site does NOT support ftp.
